翻译 - 天公平而无私

天公平而无私，故美恶莫不覆；地公平而无私，故小大莫不载。无弃之言，公平而无私，故贤不肖莫不用。《管子 - 形势解》

Being just and selfless, Heaven covers everything no matter whether they are beautiful or ugly. Being fair and unselfish, Earth carries everything no matter whether they are big or tiny. Never talking of abandoning anyone or anything, Heaven and Earth put in good usage both the virtuous and able as well as the unworthy.

天下无小大国，皆天下之邑也；人无幼长贵贱，皆天下之臣也。《墨子 - 法仪》

All of the countries, regardless of their sizes, are people's homelands on equal footing under Heaven. All of the people, regardless of their ages, nobleness or lowliness， are equal subjects of Heaven.
